G̈pîk-icêtêno Ratê (/ˈdade/ /ˌicɘˈtɘno/ [custom] [leader]) is a subtropical Large City located in the Vyirukrtmakha Zone of the Engineer's Guild.
The name G̈pîk-icêtêno Ratê is derived from the Sylvin language, as G̈pîk-icêtêno Ratê was founded by Mlîv, who was culturaly Iron Elf.
Climate
G̈pîk-icêtêno Ratê has a yearly average temperature of 20°C (68°F), with its average temperature during the summer being a pleasant 24°C (75°F) and its average temperature during the winter being a cool 17°C (62°F). G̈pîk-icêtêno Ratê receives an average of 206 cm/y (81 in/y) of precipitation, most of which comes in the form of rain during the fall. G̈pîk-icêtêno Ratê covers an area of nearly 206 km2 (82 mi2), and an average elevation of 1744 m (5721 ft) above sea level.
Overview
G̈pîk-icêtêno Ratê was founded durring the late 10th century, by Mlîv. The establishment of G̈pîk-icêtêno Ratê suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
G̈pîk-icêtêno Ratê was built using the conventions of Iron Elf durring the late 10th century. Naturaly, all settlmentss have their own look to them, and G̈pîk-icêtêno Ratê is no diffrent. The city's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.
G̈pîk-icêtêno Ratê is was constructed arround several narrow paverstone mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The city rests behind a set of well fortified walls, with gatehouses, watch towers, and battlments. G̈pîk-icêtêno Ratê's walls are, howeaver, fashioned from stone and timber. While unorthadox, the design looks to be functional to a reasonable degree. With luck, the untested design will remain untested for years to come. G̈pîk-icêtêno Ratê's unusual yet seemingly effective fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
G̈pîk-icêtêno Ratê has the unmistakable air of a city on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled G̈pîk-icêtêno Ratê ’s existence has dried up and the city is drifting down the stream of history as it dries up. Likely due to this, G̈pîk-icêtêno Ratê is, in a word, disorder. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a city, and more like a spot people just happened to have homes. One cannot help but wonder what G̈pîk-icêtêno Ratê was like during the glorydays.

G̈pîk-icêtêno Ratê has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
G̈pîk-icêtêno Ratê has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
G̈pîk-icêtêno Ratê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain G̈pîk-icêtêno Ratê's public wards, blessings, and other arcane systems.
G̈pîk-icêtêno Ratê has an Millitary Academy which trains military officers and specilists.
G̈pîk-icêtêno Ratê possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. G̈pîk-icêtêno Ratê's grid is powered by an arcane means.
G̈pîk-icêtêno Ratê possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.
G̈pîk-icêtêno Ratê has a first rate hospital which caters to anyone in need of long term medical care.
G̈pîk-icêtêno Ratê has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
G̈pîk-icêtêno Ratê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for G̈pîk-icêtêno Ratê's natural decorations nor waterways.
G̈pîk-icêtêno Ratê has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
G̈pîk-icêtêno Ratê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
G̈pîk-icêtêno Ratê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
G̈pîk-icêtêno Ratê is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
One or more crime bosses have a powerful influence within G̈pîk-icêtêno Ratê. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.
G̈pîk-icêtêno Ratê's mayor's house was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.
